Some Forum Changes

1. Added the "Senior Members" usergroup. The requirements for this group are as follows:

500+ Posts
6+ Months Active
Senior members have increased PM storage.


2. Made the ChatBox public again, but with some restrictions. The usergroups which can view it are below

Lifetime Subscribers with 350+ posts
Administrators and Moderators
Senior Members
I would love to keep it public for everybody, but we currently can't handle the bandwidth.
