Not sure what are you asking but the higher frame rate the smoother the game is but also takes more resources (gfx, cpu).

yeh so it will reduce lag if i set it high?

It depends what kind of lag you are having problem with. If it's connection problems then higher framerate won't help here. Press 'Alt+F8' in game and tell me how many fps you got there and what colour is the circle.

says DX9 5-7.5 fps and the circle is changing from green to orange every 2 minutes or so

Yeah, your FPS are way too low. You can try to increase it in options but it might be the hardware or software problem tho. Clean your computer from dust if it's overheating, scan your computer with antyvirus / antymalware etc.
