What exactly do you need to get access to Souleaters in Razzachai, Northern Zao Plantations and Souleater Mountains ?

I've been searching ALOT to gain some information about this but no results.

Are you 100 % sure you need to deliver eight tomes? I thought you need to complete children of the revolution quest, atleast make up to mission 9 in new frontier and 2-3 mission on WotE. Tried to find some information about exact requirements.

You cant deliver tomes unless you've finished New Frontier.

Alright, but is that the only quest you need? People been telling me you need children of the revolution quest and a few mission from wote, is this incorrect?

You need cotr to start Wote

Required:
The New Frontier Quest (full quest not needed - received Mortal Kombat mission)
Completed Children of the Revolution Quest (plus the Daily Task: Zzuppliezz)
The Ape City Quest (full quest not needed - mission 9 started)

Mission 4 or 5, after you completed the serpent boss

Mission 3 of WotE completed (aka killing The Keeper). xiaospike is 101% correct =)
