You just go into the DP next to him as if you were about to gamble, put a dice in the middle and he gives you 1 cc.
Havent tried it with sushi yet cause I've had none but should work as well.

Of course, but not too often. If you make 3kk at least a week it's worth making a new char every few weeks.

I'm still running my first dicer account, and haven't had any problems with CiP so far.
