Because if it is the mana potion buyer is bugged, it's something to do with his LUA code. And he can't fix it as his computer as at the shop at the moment (2 weeks).

Sure bro, check:

30: Thais Orcs, Thais Cyclopes South, Mount Sternum Undeads (Skeletons, and Ghouls), Thais/Venore Rotworms, Shadowthorn, Carlin Amazon Camp, Venore Amazon Camp.
40: Mintwallin, Kazordoon Minotaurs, Dark Cathedral, Mount Sternum Cyclopes, Mount Sternum Undeads (Skeletons, Ghouls, and Mummies).
50: POH Cyclopes, Mount Sternum Undeads (Skeletons, Ghouls, Mummies, Crypt Shamblers, and Bonelords), Carlin Ghostland Undeads (Ghouls, and Demon Skeletons), Dark Cathedral (lower floors), Kazordoon Deeplings.
70: Kazordoon Dragon Lair, Coryms Venore, Coryms Carlin, Outside Orc Fortress, Thais Dragon Lair.
80: Venore Dragon Lair, Orc Fortress, etc.
