No, just go to npc ask about fenrock or something like in wiki quest then go and use wagon and u are done.

You don't need any part of the quest done
To get access to the dragon lord spawn you go to mistrock, say mistrock again to the boat guy at mistrock and then go to fenrock use the pick on the hole and run down there
It's advisable to go to the city part just to get access to the shortcut and that's all there is to it, probably easier for you to look up the route there on wiki or try it yourself just remember if you find a warlock or diabolical imp you are going the Wong way
