It IS randomly, because it's not part of a raid. :p

The minimum days between midnight panther raids for every spot on its own is 14 days.
The same applies to every other raid that exists, only timespans are different.
Do not get me wrong, I do not mean that they do spawn every 14 days per spot, but once you found one at one of them you can be sure you will not find another at the same spot for the next 14 days.

just dont think about facing one and run around in the jungle at the spotted panther areas, and eventually u have ur kitty :D
