Yasir will be located in either Liberty bay, Ankrahmun or Carlin.
There is also random when he arrives to a server, so do not expect him to be there everyday.

To your second question: he's there like once a month, maybe sometimes a bit more frequently. But that's really luck. If he's there the towncryer npc in thais will tell you:
Towncryer: Hear ye! Hear ye! What a lucky and beautiful day! Visit Carlin, Ankrahmun, or Liberty Bay. Yasir, the oriental trader might be there. Gather your creature products, for this chance is rare.

Fastest way to find out if he's at your world -> Logout a character at Adventurers guild by the board. If he's there it'll say something about A oriental trader or something!
Or as above, check with Towncryer! :P
