Ye it's cus CipSoft posted an XML file with all old account numbers to all fansite administrators. The XML file included account numbers, and public info about accounts that can be viewed on character section on tibia.com.
No passwords or character names were posted, but people could still bruteforce the passwords thats why they gave a voucher to change it for free.
CipSoft fucked up.

As I've heard it was given to all accounts who had account names that contain numbers, I got several account names with letters only that didn't receive the voucher.

This is correct. As explained above, before the account name system, account IDs were the same as the account numbers.
In the XML files, ONLY the account IDs were listed. So, that means since account IDs were the same as account numbers, your account number was revealed.
