Draken Walls

In the city of Razachai.. How do you lower the gates so you can get to hunt the drakens?

What the actual?

Wrath of the Emperor is the quest you need up to mission 5-6-7 or something like that to enter Lizard City, then you can enter the walls on 4 different spots. NW,NE,SW,SE.
