What is your internet connection? The speed on the connection is usualy the thing that make u lag in game or if anyone else uses the internet for downloading etc, turn off all background programs as skype etc, they also cap your internet, do a virus scan and use malewarebytes to check if u got any spyware, do this and u should be fine. If not u need a better connection/better computer to allow higher amounts of data trough.

Most notable ones would be Leatrix & Keyboard King, they both help tremendously. Also, you can try PingZapper for free for a limited time - if it improves your gameplay, its $4/month or $30/year. Other than private proxies that cost quite a bit more, I have yet to find a better solution than PingZapper.
