Intel is usually better. However, Intel products are also more expensive, and that's where the line becomes blurry for budget users. AMD is sometimes referred to as the "black sheep" in the processing world, but still has quite a large market capitalization because they offer more affordable solutions.

Intel for sure!
Intel Core i3 or better..> i5 > Intel Core i7
Dont forget the GHz
Ram its good with 8GB or more. (I have 4GB and even works perfect, but not with 30 clients). (EDIT: 4GB in laptop - 8GB in desk pc in my case).
64 bits system
Good graphics card! (I have Nvidia GTX 550 TI, its good for games, I played with high fps in COD Modern Warfare 2 with this video card).
And Windows ofc.. :)
For 800 you can get a decent system with something like this:
Intel Core i7 4790 (3.6GHz) (Might be overkill but hej for the future dawgz)
8GB / 16GB DDR3 (I would go for 16 if you wanna run a lot of clients)
1TB HDD
Windows 8.1 64-Bit << should be free but who knows what ya want :P
leaves around 100-150 for a graphic card (which for tibia isn't actually needed that much.(GeForce GTX 750 Ti)
Look for something like this:

Intel has better single-thread performance over AMD, but running many clients at once is not single thread stuff. For many MCs moar cores actually benefit you, so AMD is a valid choice in this scenario. Get as many as you can, AMD FX 8320 (140$ in US) would be a cheap processor that has 8 cores, Intels 4 cores with Hyperthreading act like 8 cores, but that only starts with the i7-4970K (330$ in US). Still, already an i5-4460 will perform better than the 8320 in most cases, only when you are really running many MCs at once the 8 AMD cores (4 modules with 8 cores) are actually better than the 4 of the Intel Chip.
Donīt buy anything like xux above me suggested. It has a good CPU so kids will look at it, everything else is shit. 300W Power Supply screams failures and housefires. Never cheap out on PSUs.

This but with 16gb ram. Maybe for 25-30 clients 16 is overkill but if u would like to run more in the future then u would bottle neck on ram memory. Although if u plan to buy computer in europe then it might be hard to get such beast for 800 euro because european prices are much higher then those in usa.

Yea, you are right didn't really overlooked it that well.

with winaddons you no need good cpu,
for 25-30mc with xenobot 4gb of ram is enough.
and for 30mc your graphic card should have 1gb of memmory.

The suggested parts are around 600 euro so that leaves some room for an extra hdd, computer case and other stuff.
Of course soon there will be another guy telling you to go with AMD and it will most likely be cheaper as well.
