Best world to start a project 3~6 chars?

I am thinking about starting a project of 3~6 chars does anyone know what the best world would be?
My main and some other chars are on Iona but there are the reapers and it won't be smart to start my project there because the chars will get hunted and mass reported :P
Soooooooooooo anyone any suggestions?

I idd don't want to get mass reported but when im hunted it will be hard to bot :p
