VPS server and 30 fps but still lagg? can i bot?

Hello. I have simple question:
If i open and inject one client of Tibia -> there is always around 30 fps.
But this screen of tibia still lag( 1 sec) then generate slide, (1sec)slide , but if i click on map (long way for char) and go to the options
this show 29 fps. so if I start bot there will be botting or no? :D

Should be fine. Probably you only receive 1 frame per second of your VPS's screen but Tibia itself got ~28 fps as it's shown on screenshot.

Also, there is noobish vps for test with windows server so how many mc i can bot safe?

Check in Task Manager how much memory is left when you start the Windows. Each Tibia needs like 50-100 MB I believe so you probably could bot like 3, maybe 5 if you reduce fps a bit.
