framerate dropping to 8?

i am not sure whats going on at first i thought it was laggy because i was running off wifi. but a few months ago tibia was running at 130-140 on its framerate now it stays around 8.... i tried everything disk clean up, defragging etc.. im running windows 10.... when i open tibia it starts using 100% of my cpu. does anyone know what the hell is going on here and a way to fix it?
