I personally don't know about the status of tpforums, but if you look in the shout box, it seems some pretty motivated people are creating their own spin off to it.
I think they're prepping for 11 and trying to get themselves, and possibly motivate/inform people how how to do some things.

Last I checked it only had 1 detailed tutorial about menu boxes, but if they continue putting the effort that I last saw in it'll be a good community imo
