Any ideas why my utura will not hold spell on the condition manager setting??

Any ideas why my utura will not hold spell on the condition manager setting??

it works below 80% of hp ;) usually as i remember was below this value, although I just prefer to use it in self healer below 95% hp

Oh I see!! It will not spam utura. It will wait until it is gone to use it again. Thank you for your help :D
