Router Question

So I was wondering if it is possible to divide any kind of router in to some kind of sections, which would have a limited usage? Lets say the router has a total of 8 mb/s, we want to divide it in to 4 of which every has 2mb/s max and can not go beyond that. Could something like that work? And would it also prevent from lagging others if someone is downloading something?

That is something called WISH. Some routers have this enabled, but if you want a better example I think you're looking for QoS scheduling. Look it up on google. :)
