bought a hp laptop cant use hotkeys

Please help i try to use hotkeys but it does things on the computer -.-

-Enter to your BIOS
-System Configuration
-Action Keys Mode [Disabled]

I don't think so, I dont have keyboard driver, on every Windows version I can't use these keys. btw if I want to use cross movement I must press shift and num button. Weird.
