i can always say inferna, beginning is hard and might be expensive, but once you are higher level, the fights and pking is cool, and when huge war starting, its even more fun :P if you join a neutral guild directly and pg up, you won't get harmed most of the time^^ but since you wanna play pvp, this won't be a decision for hardcore
