Try somewhere extremely low-key, like Senja or Vega. Fibula is pretty dead as well. Most of these places already contain weak creatures so lure them into a secluded area and have at it
It would be better on Isle of Kings...are there monk etc.
I used to train in the battle axe quest room, there are 4 rats there. Its not remote at all but no one ever comes there.

You don't have to be level 10 exactly. You damage goes up with your levels. At 20 you will definitely hurt the sheep faster than it heals and at 8 you hit it too seldom to train optimally, but there in-between there are several levels that work. 10 is just what most people use because its well documented that it works.

Folda, Vega, Maze of lost souls, Rat hole in ab, south east of Orc Fortress, around Venore in the swamps, Desert Dungeon away from the path the to 10k quest, Greenshore, Pick hole under thais, Trolls east of Dwarf Bridge, Fibula, Underneath place south of thais for blessings(forget the name).
