you also need to be level 80 and you have to have assassin outfit for him to trade with you.
you don't have to wear the outfit while talking to him though.

Notes: He will only speak with you if you have the Assassin Outfit (addons are not needed) and if you are on fire. He can be found North from the hole you come up.

That's all Wiki says about it. I didn't think you needed to have the assassin outfit on, but have you tried speaking to him while you're on fire while wearing assassin?
