Things to think about:
Sure, if you walk all through Yalahar depot, and he is there, you will find him and it will be obvious, but, what if Craban logs in, goes to dp, goes AFK, he comes (he does switch depot frequently), then goes again before Craban returns? Instant excuse.
Secondly, why would Craban ban one type of botter, when it has already been both heavily discussed and suggested that noone at CIP will manually ban any player for botting, and that it is done purely by automated tools? It would not make sense, and the reason for banishment would have to be using unofficial software~~~, same as botting.
Thirdly, who gives a shit even if it is the case? The only reason to give a shit is jealousy, and you're really jealous of someone for being able to bot dice scripts all day at high speed, while changing outfits and what not? It will make no difference what you think or how you feel about him / it.
One player buying one premium scroll every 2 weeks (or however long it takes them to ban him each time) isn't exactly gonna fix the problems CIP have. If anything, him being there is disruptive because more players are yearning after the instant win, the big fortune. Those who get it are disappointed, and those who don't are disheartened. Same in real life, people have desires for large amounts of cash, and when they get it they often do find themselves only wanting to live normally, with a regular income, excitement of potential, and less of the false friends that money brings. This probably sounds a bit cliche, but it's true. I always wanted loads of cash, worked at a few shitty jobs, but eventually I've found myself in a reasonable paying job, and I couldn't be happier. I can only see negative sides to having more money, and the same applies in Tibia. I've no desire to get more money ingame, I have about 10kk at the minute, after a large clearout of all my shit, and the only people who actually want to hunt with me are poor people who think it's cool that I have tonnes of cash. Everyone else seems to actually not like the fact that I'll cover any waste, and play for the fun as opposed to the economical side.

Well, Actually i think its a Cipsoft member, because i saw a few weeks ago, Skynet logging 1000x inside temple but some of the logs was outside yalahar for example:
Loggin out inside Temple.
Loggin out inside Temple.
Loggin in outside Temple.
So he was continue trying the TP function or something wich was an fail, i killed him when he teleported outside Temple.
And a few days before what happend above ^ is that i saw with a few friends Skynet running from temple to DP he logged out when we were surrounding him outside and spamming exori's withouth taking skull/pz.
after 2 minutes he still didnt log in so we went to dp walking around & talking nd stuff, and what happend? He logged in at a Depot and back to dicing, like nothing was happend.
So my friends and me was wondering how he could inside DP while he logged outside DP??
Thats the reason i really think its an Cipsoft Member.

It's been suggested that he uses 2 clients to do the relog, which results in not being teleported when making the blue portal magic effect. Basically you log in from one client, it over rides your other client, and makes the blue effect. Personally, I suspect that is not what is happening. What I think is that they are abusing the part of the client which permits this functionality to produce it by manipulation. It shouldn't be too difficult, after all it was only 4-5 years ago that it was possible to move walls and even only 6 years ago that you could force another player to cast a spell by packet manipulation. There are numerous explanations for the latter part of your post, one of which is simple lag. It's possible that he actually appeared on your screen but your client just didn't update when he was on screen, or maybe he managed to sneak in when you weren't looking...
