This will make deletions be a real waste of money for them, not only because you'll have everything refounded but also because they'll lose a custommer

There is no mistake, the punishment is justified and will remain. The account will not be returned to you.
Any account that has a charged back service on it that has already been used will be suspended until a new payment is made to cover for the unpaid but used service. Furthermore, accounts where such payments are charged back will not be able to use credit card as payment method any longer. That block is permanently.
