Xeno Wont Install

Reformatted my computer, and everytime i try to download it, once i click Run it brings up an installation error, and yes I've downloaded the installation thing from microsoft. Still don't know what the problem is

Download the installer file to your local hard drive, right click and click on 'unblock' if it's available, and make sure you have administration rights.

If you are on the administrator account search for 'cmd' and right click it and run as an administrator and type 'net user administrator /active:yes' then try to install the file. Afterwards type back in the console 'net user administrator /active:no'.

You didn't install the Microsoft package. 100% sure.

@DarkstaR, i saved it and re-ran it and when i redownload it asks me to patch it or uninstall the one i already have.
