Local is the only place you can "yell". It seems you probably mean a trade channel chatter, which I would assume can be done, but don't know how.

In that case, string.upper would do the trick. Aka Self.Say(string.upper("mystring")) or whatever (haven't written any Lua for Xeno for a while).
