Noticed a bug here, too. If you're withdrawing mana potions from the depot (as opposed to buying from the shop), and not visiting the potion shop for any other reason, you will never sell flasks and enter some shitty loop of entering spawn, going to refill due to cap, etc.

I'll forward it to @Syntax, since its a pretty rare edge case, we'll throw in a temporary solution (dropping flasks if we aren't visiting the potion shop).
