Use X Hotkey If Health % Drops below X

Okay guys I recently started out a bad ass new OT called Archlight with over 700 people on it. The only problem is t that they have a rune to use on self(ONLY WITH HOTKEY) that will heal you infinite times. The support function will not allow this. The rune item is 11603. If anyone could help me out that would be super kewl :P
