Error creating account - no confirmation mail

my friend wanted to make a account here. He made the account but the confirmation mail never came.

Site shows error:

PHP Warning: fsockopen(): unable to connect to tcp://mail.xenobot.net 587 (Connection refused) in .../includes/class mail.php on line 757
