no. it doesn't matter what pic file you have.
the scrollbar will look weird if its smaller then the default one though.

All you need to do to update the skin to work with a new client is edit the hex values at the beginning of the file, the first 4 bytes to be precise. Open this skin and the current client skin (.pic) in a hex editor and change the first 4 bytes of this skin to match the first 4 bytes of the current client skin (.pic). Of course, there probably was no change in the 9.70 skin (.pic) so the values should be the same, but when a major update (Summer/Winter) comes out that does, you'll know what to do.
