What about Folda, -1 or surface? You could also try hidden mino's in vega
FACC buddy... That's where the challenge is!
Not necessarily 100% safe... But just stealthier than average. Most places I've tried I get killed within 6 hours or so...
I've thought about Folda, but there are no houses/depot near (as far as I know) to unload runes and reload blank runes...
The best I've found so far is near around Outlaw Camp. I bought a house there with my PACC where I can unload runes and reload blanks. Then I go kill a few Wild Warriors/Smugglers/Bandits and come back to the house and wait 4min in front of the door then back at it. Seems to work so far except for that idiot exiva me all the time and told me he'd buy the house below mine... -_-
Is it possible to make a script like "if x player logs on then goToLabel y" ?

As said, dragon spawns are good. Might want to check out quaras or something like that? Could try ancient scarabs? Never had a MS on that level ^^
