Just started on one of the the new retro servers and I do NOT have any money (), so I can't buy many pots.

EQ: Starting gear (T.T) (inc. snakebite rod, died with my moonlight)
XP/MM: MM (or xp if you think i'll have to level up a bit to make money)

Kinda hard to bot there without any gold, but you should try something easy, like Port Hope North.

My question is what floors should i be running on at level 250? at HIves NE tower?

Depends how crowded your world is, but I am always using same scripts on my money makers, 8-15: Thais Trolls, 15-30: Thais Orcs, 30-50: Thais Cyclopes SOUTH, 50-70: POH Cyclopes, 70-200: Venore Coryms NORTH.

Exactly as @MrGreen said, Tiquanda Laboratory is great place with very nice profit, check also Tarpit Tomb -3, Nibelor Ice Golems, Mammoth Shearing Factory, and Wyverns&Earth Elementals Kazordoon.
