AFAIK, when they implemented the carpet at Kaz, it let you fly to PACC areas even if you were FACC. Was quickly fixed, so only a few people managed to exploit it.
Yeah as DarkstaR said, it was a bug with carpet in kazordoon.

As far as I know you don't have to train if you don't want too, I've done it before and it's just fine.
