You can only use those on your own account, not on another account with a lvl 400 on it.

with 20 days you can go from lvl 8 to lvl something in your case. You simply can't compare it to having 20 voucher days on a lvl 200, a lvl 300 or lvl 400.

that's right , but what if he level up to 100-150 without using voucher and then double exp comes from tibia and he activated voucher? it will simply be an amazing hunting experience in my opinion which could be wrong anyway if the price is high i would low it in future but lets see what the destiny leave for us
