You can only use those on your own account, not on another account with a lvl 400 on it.

i wanted to give an example , he could make from 200 to 300 in this 20 days or from 100 to 200 etc i mean 20 days of double exp worth 50 euro in my opinion xD , also thanks for ur advice dude : )
