I mean we did it for a while with holding down server for like Ferum -> ghaz -> etc but a lot of our main players don't really care to level so we always fall off with the activity eventually. I guess there's nothing to really do about it (short of recruiting) and personally I don't worry about it since I just care to login and fight myself.
